Short is aging, and makes the face fatter. To me, since I am not model face material! I can make my long hair shorter, with my styles!
Short hair, looks good when I was a little girl, but I'm older now, and I don't want to look like one of the women @ our church, or the senior center. 99% of them have short hair, and they also have no idea how to style their hair, so short hair, is the easiest & fastest way for them to go!
Many girls like girls with short hair, very few men does.
So, if those are your goals, go for it!
I am now for longer hair. I HATED short hair on me! My hair is too thick to do any type of hair styling, but with my long hair, I can style it 7 different ways a week, takes 2-10 mins.
Yes I wound up cutting my hair really short and I was really chubby (A pixie lol) it does not look good. Hope you all the best..let your hair grow trust me its a big mistake to cut it short if your chubby and you will be able to do more hair styles with long hair anyways ..
Generally the rule of thumb is if you have a round face, longer hair is going to help to elongate your face and neck. If you have a longer face, a shorter cut will add bulk to the side of your face. I think this is whats important when considering your haircut. Its not your weight but your face shape. But I think whats most important is what you want, Its just hair, it will grow back, so give it a try!
Not if she cuts it really short. If she cuts it to a chin length bob where the sides hang down straight over the sides of her face, that can actually make her chubby face look slimmer. I wouldn't go shorter than that, though.

depends believe it or not chubby faces often look good with short hair because it shapes their face but some look good with long it depends on shape and how it will slim the face down

Long hair draws down fat faces, short hair to a chin Bob accents, a Pixie cut can look drastic but sexy also.
Some girls with kind of chubby faces can suit shortish hair..it depends on type of face & hairstyle she gets..
Honestly, you'll never know until you do it, sometimes it looks nice because of the face shape but sometimes it will make the face fatter. You never know!
If you have nicely arched eyebrows and nice eyes, or make up to improve the beauty of your eyes then that's fine. If not then you could look more masculine.
I just don't suggest short hair ever!

Miley Cyrus has a slightly flat face and chubby nose. But when she played her charecter Hanna Mantana she looked like a typical blond if that helps!
according to me short hair would look kinda cute.
but i agree that long hair would like much more better.
It would because it would make her face more prominent, so her face would look rounder than what it already is. <
