A French fry in a human hand - is something it has probably never, ever, seen before. That makes it 'not normal' and un-trustworthy. One the ground - the French fry now looks like other French fries he has seen on the ground that other birds eat. It's that simply.
Unless a bird is bonded to you, or, has already leaned to trust you - I wont take food from you. And even if the bird is bonded and trusts you - this is never a guarantee it will accept new food from you. Generally, you need to have the bird 'watch' you eat and enjoy the new food - and once the bird realizes you have not died from it, and, thinks it might be missing out - then it will come in and try to eat some.
Humans are a predatory species, as indicated by forward facing eyes. The bird will believe that you want to kill and eat it for lunch, not offering lunch as you were. It is possible to have wild birds take food from your hands. In fact, some are reasonably tame, like Chickadee's for example. However, it will take many many hours of patient waiting, day after day, to finally get a wild bird to come close enough.
He probably feels scared or unsure. I would get to know him better and try interacting until he feels comfortable with you. <
