Check out the minimum requirement of operating system which could run on a particular RAM..Smaller RAM could make the computer slow down..

16 GB available disk space (32-bit) or 20 GB (64-bit) -- just for the OS, not applications or data files.
The minimum hardware requirements for Windows XP Home Edition are:
Pentium 233-megahertz (MHz) processor or faster (300 MHz is recommended)
At least 64 megabytes (MB) of RAM (128 MB is recommended)
At least 1.5 gigabytes (GB) of available space on the hard disk.
CD-ROM or DVD-ROM drive.
If you want to run Windows 8 on your PC, here's what it takes:
Processor: 1 gigahertz (GHz) or faster with support for PAE, NX, and SSE2 (more info)
RAM: 1 gigabyte (GB) (32-bit) or 2 GB (64-bit)
Hard disk space: 16 GB (32-bit) or 20 GB (64-bit)

Wipe it and put windows 7 on there again. That is the best way to get rid of all the bloatware and running processes that are slowing it down.
Start by performing a Disk Cleanup
All Programs → Accessories → System Tools → Disk Cleanup (include System Files)

one thing u gotta know about windows 7 dont update it unless u have a very good laptop or PC or delete some stuff from start-----run----temp delete all the contained folders there do the same thing again but this time type in recent and delete the folders again and for the last time do the same thing again and this time type down %temp% and after deleting all the stuff delete all the folders from the bin and restart the PC :)
Create a new user account (admin) and delete the previous one (make sure to backup user file)
