It's not fair use. it's copyright infringement. You see others doing it because you see videos that are only blocked in some countries and your country happens to be one It's not blocked in.
You can't just assume because you see other videos, you can too. Others commit murder. Killing someone is still illegal
youTube has a content identifier and will likely be able to notice the songs you use in an instant.
Record labels, TV studios, Movie studios, ETC. - They give youtube digital copies of their tv shows, movies, music, ETC and YouTube stores it in a database so they can detect these in user uploads
When a video is uploaded, it processes. While it's processing, it is scanned for copyrighted material in their database
if it's a match, the video has a copyright claim on it
With a copyright claim, the video can be
1. blocked worldwide
2. Deleted and the user gets a copyright strike
3. muted video
4. blocked in some countries
It's still copyright infringement nonetheless unless you have permission from the copyright owner. The videos you can see still run the risk of being deleted. "Blocked in some countries" is always subject to change.
Those videos you see, They're still breaching copyright and they run the risk of eventually being permanently deleted
Distributing free copies of someone else's copyrighted songs is the definition of illegal copyright infringement. <
